Populate combo box from CGI call - newbie Question

I have DLL (HREF="http://www.e-webcatalog.com/omegaweb/bin/OmegaWeb.exe?lookup=year) that returns a xml document with a list of years. I'm trying to find an example that will make a call like this and popluate a combo box. Thanks in advance.
